For councils and public sector bodies

For public sector bodies, accessibility is mandatory. Since 2020.

Council, public utility, school or agency: your website has to be usable by every member of the public. Check in a few seconds where it stands today.

The problem

What the law requires

  • 2020

    The deadline passed long ago

Directive (EU) 2016/2102 binds public sector bodies: websites have had to be accessible since 23 September 2020, mobile applications since 23 June 2021. Each member state has put this into national law; in Ireland it is S.I. No. 358 of 2020.

  • Statement and feedback are part of it

Every website needs an accessibility statement that is kept up to date, and a route by which people can report barriers.

  • It is monitored

Each member state has a monitoring body that reviews public sector websites. In Ireland that is the National Disability Authority. In its 2025 monitoring, the average accessibility score was 55.25%, and 27% of the websites reviewed in depth had no accessibility statement.

An overlay is not enough. The European Disability Forum and the IAAP put it this way in 2023: “Overlays do not make the website accessible or compliant with European accessibility legislation.” That is why Libration Accessibility works on the source code. What belongs in the statement is explained in the article Accessibility statement.

Public services are for everyone.

The opportunity

What you gain

  • Reach every member of the public

People with disabilities have the same right to applications, appointments and information as everyone else.

  • Fewer queries by phone

People who find and understand what they need online do not have to call. Easy language and read-aloud help especially with administrative text.

  • Evidence that holds up

Audit report and statement document where you stand – for the monitoring body, the council and the public.

The solution

How Libration Accessibility helps you

Libration Accessibility starts where barriers arise: in the source code. The widget for visitors comes on top.

  1. Scan

The free scan shows you in a few seconds where your website stands.

  2. Install

The plugin runs in WordPress. The free version is enough to get started.

  3. Fix

Technical barriers are fixed in the source code. You approve the AI’s suggestions yourself.

  4. Document

The audit report and the accessibility statement record what has been achieved.

Example: a fix in the source code
<!-- before -->- <nav>- <input type="email" placeholder="Email">- <th>Price</th> <!-- after -->+ <a href="#main">Skip to main content</a>+ <nav aria-label="Main navigation">+ <input type="email" aria-label="Email"+        autocomplete="email">+ <th scope="col">Price</th>
  • Fixes in the code

Skip links, focus order, labels and table headers are fixed in the source code, not covered up.

  • Accessibility statement

The statement is generated from the audit status and published on the website.

  • Audit report as PDF

A WCAG checklist with progress and a report for the file.

  • Easy language by AI

Administrative text is simplified at the push of a button. The version has not been checked by a review group and is labelled accordingly.

  • Runs on your own server

The plugin works locally and does not record visitor data. Only the optional AI features send content in encrypted form to our server in the EU. The data processing agreement is part of the contract.

  • Monthly check

The website is checked regularly from the outside. If something gets worse, you receive an email.

To be honest: Libration Accessibility is a plugin for WordPress. A version for TYPO3 is in development but not yet available. The free scan works for any website, whatever the system. And even with the plugin, PDF documents, contrast in the design and understandable text need work of their own.

Does the plugin make our website meet WCAG 2.1 AA?

No plugin can guarantee that on its own. It fixes many technical barriers automatically, documents the status and shows what is still open. Full conformance also depends on content, documents and design.

Is easy language required?

WCAG 2.1 at level AA, the benchmark used for public sector websites, does not require an easy-language version. National rules can go further, so check what applies in your country. The AI version in easy language helps straight away but does not replace a reviewed translation.

Our website runs on TYPO3 or another system. What then?
